Lives of the Monster Dogs

The Lives of Monster Dogs is a novel by Kirsten Bakis about a group of talking dogs that arrive in New York in 2008. They walk on their hind legs and speak with a human voice, and use prosthetic hands to manipulate things.
They were created by a mad German scientist in the 1900s, and since then they've lived in isolation. They still dress in Victorian garb, complete with top hats and bustle skirts. The dogs eventually build an elaborate castle in the Lower East Side, but a terrible disease may mean the monster dogs will shortly be extinct.
